Chester Township approves new municipal court administrator

The Township Council approved a new municipal court administrator during its meeting on Tuesday, Sept. 1. Ingrid O’Connor was involved in the expansion of the Chester Township court to include Mendham Township a few years back, according to Councilman Mike Inganamort who serves as council liaison to the court. “She was integral to the more recent expansion to include Chester Borough,’’ Inganamort stated. “She also has experience in other parts of the township government, including as an assistant to the township administrator and technical assistant to the township construction official.’’

“We have a philosophy of preparing for the worst and saving dollars well in advance for these types of situations and/or major expenses,’’ Inganamort said. “We are in a situation that is serious in every respect. It is in my opinion an appropriate time to utilize what we have been saving for when times get tough. I am referring to the fund balance. I am comfortable with this approach. … This is a responsible budget, a responsive budget and I think a compassionate budget.’’

“We are optimistic there will be savings,’’ said Council President Michael Inganamort. “On top of the cost, what is important are the efficiencies afforded to our police department. We have one police department serving two municipalities and two municipal courts. Now they would be responsible to one municipal court and it is 15 feet away. They can schedule cases when police are on duty and we won’t have any excessive overtime.’’

No increase. That was the decision on the municipal tax rate when the Township Council adopted a $14.77 million, 2019 budget on Tuesday. Councilman Michael Inganamort, who headed the finance committee, was pleased with the crafting of the budget overall. “I’m proud of this budget,’’ Inganamort said. “It is responsible. It is conservative. It is sound. I think it reflects not only our priorities but our sensibility and our approach to funding in and of itself. We listened to our CFO, we listened to our department heads. We listened to our professionals and we trust them to provide us with a solid base on which to work.’’
